PDF 1.4 is the most universal PDF specification and can be opened by Acrobat 5 and greater, including 7 and 8 and compliant applications.  We also provide older standards for backwards compatibility.  There are more recent revisions of Adobe's open format, but these include support for things like interactive multimedia that we deem our target demographic does not seek for document collaboration.
